With so much research saying it's the human factor that maintains student involvement and perseverance in school-based courses, I can't imagine advocating for purely computer-based instruction in this environment. However, training for specific tasks using computers only can indeed be very useful. The machine is infinitely patient. Add in some adaptivity and you have the formula for success. But again, without some human encouragement and involvement, most learners will eventually fall away.
As for Mr. Gates, he's a techie at heart and doesn't understand the human element. Considering the components of a full course, he might be on-target in the sense that we might select the best lecture, the best practice activities, the best . . .
